water is really hard to make...if you ask to video game devs they will surelly say that water is sooo random that it's very hard to make a realistic water.

But anyway did you search on youtube? Like: "photoshop water/make water with photoshop"

But I don't know, it seems to be a little weird. It's doesn't give me the real feeling of wet road.

Well, don't look at the pictures in the tutorial, just look at the things you have to do to make it, and when you are making then just add more or less things the way you want them to be, and make them more like wet looking or the other way around. It doesn't have to be exactly the same as the tutorial...

But I don't, it was just an example, I used it twice, and it seemed to be okay, but I changed some things to more what I like. And yes, when you look at those pictures, it looks a bit funny. :P

u can use PS TUT's to use paint.net some stuff is a lil diff but it all works

mines always too transparent.

i'll have to find a spot where it will make more reflection.
