So open up Photoshop..
If you dont have an image you can use mine:

Create a new layer

Add Filters>Renders>Clouds

Your pictures should look like

Lets add some Add Noise:

Max out the Amount, make it Uniform , and Monochroatic:

Add motion Blur to the noise:

If you are using my image, use these settings, tho on your own image, put the angle of which you want the rain to fall

Press CTRL + L ( or go to Image > Adjustments > Levels ) and drag the anchor from from left to the right, until you get a simplified rain that should look like this.

Set the RAIN Blending option to "screen"

and your image should look like:

A few more extra tweaks, and you could get this:
